Former Philly police lieutenant charged with molesting a child

PHILADELPHIA (KYW Newsradio) — A former Philadelphia police lieutenant has been arrested for allegedly molesting a child under his care. The officer retired while under investigation by internal affairs.

Richard Frank is accused of touching a child under the age of 13 last summer and has been charged with indecent assault of a child and endangering the welfare of children.

According to the complaint, the alleged assault happened in Philadelphia at Frank's house, but Bucks County officials were notified and investigated the incident, so they are now handling the case. 

The 49-year-old retired from the police department last November as a lieutenant after working there for 20 years. 

Sources say he was being investigated for alleged lewd comments to women.

A Philadelphia police spokesman said they could not comment or give details into any internal affairs investigations, citing labor laws.
