City council ends 2018 with legislation rush, but leaves key bills held

Philadelphia city council passed more than 40 pieces of legislation, Thursday, in a rush to wrap them up before it takes a six-week break. But KYW Newsradio's City Hall bureau chief Pat Loeb reports that, more intriguing, are two bills they didn't vote on.
