Study finds Philadelphia pays 20 million dollars in overtime for city cops in court

A financial watchdog group in Philadelphia says the city pays an average of 20-million dollars in overtime to police officers for time they spend in court. As KYWs Crime and Justice reporter Kristen Johanson explains, they say the city could cut that in half with a few tweaks.
